Director of Health Planning, Research and Evaluation

Purpose of Position:
As a member of the senior leadership team, the Director of Health Planning, Research and Evaluation will oversee (and expand) the Health Planning, Research, and Evaluation Department. The Director will lead the identification, development and execution of health planning, research, and evaluation projects in the HPC’s seven county service area (Baker, Clay, Duval, Flagler, Nassau, St. Johns and Volusia Counties) consistent with Florida State Statute 408.033.

Duties and Responsibilities:
Establish and manage a rural and urban regional care-coordination work group to ensure private and public funding equity, targeted services based on community level data, cross-sector communication and collaboration among behavioral and health care systems, and create a culture of outcome based funding/programming

Identify and secure private/public funding for local, regional and statewide health planning/assessments, research, health promotion, program evaluation, and disease management opportunities

Plan, develop, facilitate, analyze, and publish local and regional health needs assessments, built environment policy studies, program evaluation projects, or other related healthcare studies

Conduct qualitative and quantitative data collection and analysis activities across the region

Convene both rural/urban behavioral health and primary health stakeholders to review healthcare data trends to determine further research inquiry opportunities (i.e. regional re-admission rates etc…)

Plan and lead quarterly regional healthcare planning meetings with state- mandated constituencies

Oversee the Certificate of Need process

Promote and increase HPC’s healthcare data subscription services and healthcare data capacities

Research, develop and evaluate healthcare technology and other innovations that attempt to improve cross-county healthcare access, care coordination, and disease management

Identify and facilitate communication opportunities to disseminate assessment and research outcomes

Represent the agency at community meetings and state meetings.

Performs other duties as assigned by the Executive Director.

Minimum Qualifications:

Success candidate will possess a Masters degree in public health, health care administration or related field required. Five or more years of experience in related field may substitute for Masters degree. The candidate must have proven experience in the healthcare, public health, program evaluation field or other relative sectors. Supervisory experience is preferred, but not required. The candidate should be familiar with health assessment models/frameworks, behavior theory and epidemiological or population data analysis. The candidate must have a good understanding of program evaluation designs and methods, data analysis, and data interpretation. Strong communication and presentation skills are required. The candidate must be familiar with word processing programs, database programs, spreadsheets, and SPSS data analysis software.
