The Health Planning Council of Northeast Florida, Inc. The Health Planning Council of Northeast Florida, Inc. (HPCNEF) has been addressing the health care needs of Baker, Clay, Duval, Flagler, Nassau, St. Johns, and Volusia Counties (Region 4) for more than 40 years under a variety of federal, state, and local health planning initiatives. As one of eleven local Health Councils across the state, we strive to meet Florida's health care challenges through planning, research and evaluation initiatives that target local health care needs and affect health policy.
