The Region and Its Residents

Region 4 is a diverse planning area located in the Northeast corner of Florida with a mixture of urban and rural counties. Of the 1.9 million people living in the Region, more than three-quarters live in two (Duval and Volusia counties) of the seven counties. The racial composition in Region 4 is slightly different to the state average, with 78.8 percent of the population white and 18.5 percent black. The Region has a younger population than the state as a whole, with a higher percentage of children and a lower percentage of elderly residents. Compared to the state, Region 4 has fewer persons and families living below the poverty level.

Health Care

Region 4 has a total of 5,387 licensed hospital beds, as reported in July, 2007. The district has substantially more nursing home beds per population 65 and older than the state. As reported in the June, 2006 DOI HMO enrollment study,10.1 percent of the state's HMO enrollment is in Region 4.
